If you have Commander 8 and below version without the ability to upgrade it to 9 (where secure FTP support is built in), then the matter is most likely in obsolete files from the OpenSSL library libssl32.dll and libeay32.dll in the Commander folder, or their absence at all. Otherwise, you will have to look for other FTP clients for secure work.
