How to configure queues in RabbitMQ via config?

I want to run rabbitmq, but I don’t want to visit webui at all.
Googling doesn't help.
How, and is it possible at all, to configure a queue / queues through a file / files?

If the management plugin is enabled, then you can use its capabilities to create / configure objects at startup. An example of this file can be obtained by exporting definitions from webui (it was at the bottom of the page).
