How to configure OpenVPN to work with two WAN IPs?

There are inputs:
Two white external IPs from providers (1.1.1.1 (IP 1) and 2.2.2.2 (IP 2))
One MikroTik CCR device (configured and configured correctly, there is port forwarding on two white addresses, also available on two WANs)
One OpenVPN Server on Debian 10
One (or more) OpenVPN Client

The essence of the task:
It is necessary to configure the server (or client) so that if the connection is lost on IP 1, the client will reconnect (Automatically!!!) to IP 2.
