How to configure Dansguardian to correctly filter the page by phrases?

Good day everyone!
I have a question about setting up the dansguardian content filter, or rather, about its filtering algorithm. There is a list of phrases for which it should block, and block all pages where there is at least one word, but this does not happen.
What was done:
For the experiment, I turned off all the lists and created my list in utf8 encoding and two more files in 1251 and koi8 encoding. I fill the utf8 file with phrases and then transfer these phrases to the other two with recoding with a script. Next, I restart dansguardian and try to check its work, but out of 20 pages, only one or two are blocked.
