How to configure Bitrix to send emails in html format?

I create a mail template, I bind it to a web form. When a web form is submitted, an email is sent only if it has a "Text" message type. If you put the message type "html", then the letter is not sent.
The most interesting thing is that letter templates created before I got the site for management are normally sent with both the "text" message type and the "html" message type.
Apparently I did not set up something, but I could not find what.
Please tell me what needs to be configured so that email templates with the html type are poisoned.

When there is a problem with the mail, the first thing to do is look in the b_event table to see what status your mails are in there.
Try to delete the mail template in the form settings and create it again, just save the layout for the future.
