How to configure an external proxy for certain sites in Mikrotik (RouterOS)?

Colleagues, good day/night/morning/evening!
There was a problem with the proxy setting. There is already a similar question and a detailed answer on the toaster . I followed it - the script worked, the IPs were added to the list, the traffic to them is turned.
But further is a problem. Whatever proxy I use (http, https, socks) - the result is negative. The most common error is ERR_CONNECTION_REFUSED, in some cases the server does not respond.
Tell me, in which direction to dig? Is it a matter of routing (the router is blocking the server's response), or have I come across defective proxies? Has anyone come across a problem...

So we would go the easy way, set up a proxy on the local machine. It will immediately become clear what exactly is the matter, if a kosyachny proxy. Telnet, traceroute to help you.
