How to commit individual files to another repository?

I'm currently learning webpack and other near-infrastructural frontend stuff.
So, while studying, I am doing a small project (one repository) + changing config files (which I would like to make the basis for another project)
Question. How to commit individual files to another repository? To create a separate repo to surround future projects? Or maybe there is a better way to do it?
