How to collect a database of Russian-language sites in international zones?

Requires a database of sites in Russian. Everything is clear with local zones. And not so much with international ones.
I don't particularly like the option of stupidly sorting through all the sites of international zones. Crawling on Russian sites in search of links too - I'm not Yandex. Can you give me an idea how to do it in the best way?
