A portal is planned with videos and books (with the ability to read and watch)

It's not about the language, it's about the directness of the hands. On any you can write what you want. In any case, one language will not do here, you will combine several technologies in one project.

Doesn't matter, IMHO. C#/ASP.NET MVC , Ruby/Rails, PHP/whatever framework, Python/Django... will all work for this task. For the client side - I advise you to actively use JS. I advise you to immediately think about mobile versions - as you will do - as applications for the main mobile platforms or as an adaptive website. it also makes sense to think about the infrastructure - what kind of hosting, on what platform. In particular, this will help cut off some combinations. If you plan to live in the Microsoft stack (SQL Server, Azure, Windows) - then, of course, it would be wise to choose C# / ASP.NET MVC / Web API, etc.
