How to choose the right age limit for an Android app?

When trying to publish an app update, I received the following notification:

APP UPDATE REJECTED
The app will not be published because it violates the Google Play App Developer Program Policies (Age Restrictions section). If you tried to update an existing app, the previous version will remain available on Google Play. Read the app content rating article, fix the in-app ads, and reapply. We have sent detailed information by email to the address of the account holder.

And I received a letter in the mail:
This is a notification that your application submission,APP_NAME, for package ID APP_PACAGE has been rejected. If this submission was an update to an existing app, the version published prior to this update is still available on Google Play.
Please address the issue described below, then submit an update with your changes.
REASON FOR REJECTION:Violation of the Google Play content rating policy.
These guidelines apply to all content in your app, including user generated content, in-app products, and advertisements.
After a regular review, we've determined that your app has an inaccurate content rating. Please retake the content rating questionnaire for your app and resubmit your app for publishing.

In the age requirements, the following is selected: For the average age group IARC: +3 and the category is
CONSUMER GOODS STORE OR COMMERCIAL STREAMING SERVICE
chose the wrong one?
ps answered all questions correctly to determine the age limit

After a bit of fiddling, I finally solved the problem.
I changed the category of the application in the evaluation section to Social networks and instead of the old +3 I assigned +12, after which the update was posted and the notification in the console disappeared, although I do not agree with the age limit (given Google's help, the application could be attributed to a maximum of +7)

Good afternoon,
When filling out the questionnaire, the age restrictions of the request for certification do not go away. There is a button at the bottom, you will need to press it at least a couple of times. At first it is with the text "Save" then "Send" something like this.
I think the problem is this.
