How to choose the encoding of a tsv file from the Eurostat website when importing into Excel 2010?
The EU statistical agency (Eurostat) publishes some data in the tsv(tab separated values) format.

But when importing a file into Excel (I have a 2010 version), there are problems with selecting the encoding. None came up. Notepad++, Akelpad, etc. also did not give anything intelligible.
Internet searches did not give a solution. On the Eurostat website itself, I found something like an instruction, but the instructions immediately switch to separator characters, but nothing is said about the encoding. In general, I ask for help with importing this ill-fated file into Excel.
