How to choose between cloud and regular server?

Help me choose an inexpensive server for storing 1000-2000 photos for a mobile application and website. I don’t know where to go, choose a regular server or a cloud one.

A cloud server differs from a regular one in that it is more expensive in the cloud due to integrations and additional services that cannot be disabled. You don't need it. And what is needed for such milestones - cloud storage.
