How to choose a very-budget tablet?

Help me choose a tablet, very budgetary, up to 1500 UAH (~90$)
No matter how strange it may be, but for 3 years of my active work in IT, I did not have a tablet or even a smartphone.
At the expense of prices: the first time I don’t want to buy some expensive one, but it depends on what I choose anyway.
Will be used mainly for surfing and reading, maybe sometimes I will play HS. I also want to try my hand at writing mobile applications.
