How to choose a server for Oracle DB?

Hello.
I ask for advice.
We select servers under Oracle DB, there was a question on the choice of the processor.
Everyone knows that the cost of licenses is calculated by the number of cores, the question is whether it is possible, by taking processors with a higher frequency and fewer cores, to save on licensing and not lose performance.
For example, why not take the E7-8893v4 processor , which has 4 cores and a relatively high clock speed, instead of the E7-8880v4 processor , which has 22 cores and lower frequency.
Where can I see Oracle recommendations to use processors with a large number of cores? I did not find.
If the answer requires additional information on the database, which will be on the server, I can provide.

Usually, if you have Oracle, then you think about how to squeeze more out of one piece of iron, and you make savings by negotiating discounts. Your question should be based on the edition and the licensing scheme. If this is a migration of an existing system - the Average Active Session metric, if it is a new one - we do load tests and again look at AAS. In general, it is a good practice to take database licenses from an Oracle partner, so it would be good for you to contact them (on a whim - RD-Tech, FORS, Jet).
If we turn to subjective experience, Oracle RDBMS should be run under Unix, i.e. it's either HP-UX+Itanium or AIX+P Series or Solaris+Sparc. X86 is suitable for development and some functional tests, but where you need performance in a highly loaded and highly competitive environment, it will lose capitally.

The edition is supposed to be EE, the licensing scheme for cores.
Oracle will run under unix/linux.
And what should you look at in the Average Active Session to understand whether a 4-core processor is enough or is it necessary to lay down on 22 cores?
