How to choose a color shade for a logo?

I decided on the color itself, now I doubt about the shade - which shade of blue is best suited?
At the moment, for RGB - 0, 132, 255

I tried 64, 128, 255 - it looks softer. Are there any rules in which situation why one or another shade is used?

It depends on what you plan to use it for, if printing, then print and see which shade turns out better. In general, you have such a slight difference in tones, many people do not distinguish such nuances in shades at all. If this is mainly for the Internet, it is worth considering that everyone has different monitors, they have very different colors. And the shade of your logo, respectively, people will see different (much more different than those between which you choose).
If you are interested in the topic, then look for sensible articles about color theory, color harmonies, and different color combination schemes.

the color for the logo is chosen from the cmyk palette, because rgb has more colors, and then when printing you won't be able to hit the exact shade
