How to choose a city on a site under Wordpress?

Tell me please. I am currently making a store on WordPress which has 3 languages. There will be 2 cities. I need to make a city switch in the header that will be cached accordingly and will not be discounted when switching to another page, and I want the desired product and material to be displayed for my city. I've been looking for a solution for days and can't find it. There are no such plugins. There will be about 200 products multiplied by 3. Therefore, no multisite and subdomains will help, because. you have to add a lot.

Can you suggest something? Perhaps there is some solution, for example, I select a certain city in the drop-down list and there the category I need is in value and it is written to cookies and when I navigate the site, these cookies are inserted into the product output and show me from the desired city and according to this the same type through the conditions to display the desired material.

I use the FacetWP plugin, it allows you to filter, but saves it, provided that there is a get request or a post in the browser line, I don’t really understand it. I found 1 script that remembers the filter selection, but it remembers all the filters on the site. It will be inconvenient.

Perhaps there are some plugins that can remember the category of cities while you are on the site.

Perhaps there are better options? If possible, please tell me what to do.

To begin with, you need to determine the goal, does the price for delivery change depending on the city, or does the availability of some goods depend on the location?
