Several non-working laptops from Germany fell into the hands. All have stickers with license keys for Windows 7 Pro. I would like to sell these keys, I'm interested - is it possible to check the validation without installing this version of Windows? Or should it be Windows 7 DE localization?

on hardware - in theory, you can activate the same edition on another hardware (desktop, laptop, it doesn’t matter), the main thing is that at one point in time, the key be activated on one hardware. although a call to the activation center may be required, there is usually a free phone (in the Russian Federation something like +7-800-*******) this all happens during activation, the wizard will say that there are problems and offer options, including "activation by phone", follow the instructions, and everything will be ok ... (most likely)
with laptops it’s really interesting - if the batch was originally bundled with Windows - the key (one for the whole batch) with a signature is sewn into the BIOS, but then there would hardly be a number on the sticker, just a beautiful sticker from MS that everything is type-vol . the sticker means that OEM licenses are most likely used, but they are definitely not tied to the type of hardware (laptop/desktop). move and reactivate
bad news:
- legally, without a sticker, it doesn't mean anything. only the bay on this laptop (with a sticker), a similar Russian edition, you would be clear before the law (a laptop with a system could be donated and resold)
- someone could already reactivate the numbers, before the sale of laptops. then when you try to phone reactivate you will be denied

2) It is obvious that the keys are already activated on exactly the iron on which they are pasted.
