What answer would you like to receive? It all depends on what your requirements are for cross-browser/validity/bam/semantics, etc. There is nothing terrible in this layout. Just look at the quality of the code (whether it is clean or from a bunch of #block1, #block2, #block3), look at the correct display of the layout, does nothing work on some screens, try adding more text somewhere (it will go or no), or vice versa, remove text or blocks.
To check the quality of layout (and everything else too) there is such a thing as QA, design and layout requirements. QA is carried out by testers - they check the compliance of the layout with the design and requirements.
