How to check the date-time of shooting a video if there is only a link to it?

Good evening.
Please tell me video hostings with such an API that allows you to pull out the link to the video or check the date and time of shooting on the video hosting. Not just any video, but uploaded by an identified client, who was either provided with a link to the download page or provided with a channel where they can enter and download the video via the link (or another method of verifying the procedure). This video will also be watched by the video customer and content controllers. I am designing a chat bot for Telegram.

When the video is shot, you can only view it in the file properties. As a maximum, you can only focus on the upload date
