This type of tool is called CPD - copy-paste detector. Sometimes they are part of various tools for statistical code analysis. True, there it is done in the context of copying and pasting within the project, in order to find bottlenecks with refactoring duplicates.

If you use the search engine of the github itself , then it will be more difficult here; it ignores many characters, etc., although it allows, for example, specifying the language to search for, or the file name, etc.
