How to check server power/speed/channel?

I have VPS. They don't charge much for it, I think, 6.99 Brit. pounds / month (about $ 10)
Disk 100 GB / Memory 8 GB / CPU 1 Core
It seems to me that it "works" not as fast as it can, I understand these openvz can probably be tricky. Prompt, there are some tests for the server. Ping google servers is much faster than my server, for example, now the phone server is 312 ms, google is 102ms.
How to check the channel? Processor, etc.?

For the channel - iperf. But it depends on the virtualization technology - it may not work on openvz inside the VDS.
The speed of work also depends on the processor, the load on disks by io and oversell. Ready set of benchmarks - serverbear.com

Ping says nothing about the bandwidth, only about the remoteness of the server.
You share a processor, so the available power can change over time.
Disk operations can also be speed-limited.
Is there anything specific other than ping that worries you?

The dstat utility will show all the current basic server parameters at once.

speed in different parts of the world can vary significantly.
For the test, use the iperf3 utility and public iperf3 servers in the desired location
