How sensitive a definition do you need? A difference of more than 10% is that accurate enough? 1.00000001 is also accelerated, in principle.
How do you want to tell a fast car from a slow car?
You can determine the approximate speed of an object. But if a car drove at a speed of 60 km / h against a static background - is it a lot or a little? Slow/Normal/Fast?
How can you tell the difference between shooting a forest while jogging and fast-paced while walking? Where is this border?
If at least there were accelerometer or gyroscope readings to compare the speed / shaking on the video and the actual one.
Think about how you distinguish such videos. You have experience of walking people, falling objects, etc., and you compare what you see with experience.
It is unlikely that you will notice that the video is sped up if you run it with acceleration, where something that you have never seen happens. Let's say some kind of chemical reaction or the behavior of some tadpoles in the water. You watch such videos and it’s cool, and then you notice in the corner that this is a time-lapse and a week has passed in 2 minutes of the video.

Video can be accelerated and slowed down only programmatically. When you shoot "handheld" - it can only oscillate from side to side.
