How to check how busy the channel is?

Hello!
There are two VDS: on the first one only html, php files, and on the other - zip-archives and other heavy files.
On the first VDS (I'll call it "front") there is a link to download the archive. It is necessary to hide it and display a message that "The server is heavily loaded.".
The question is - how and what is the best way to find out the degree of load on the channel (for example, in percent)? What else needs to be considered? Load on hard drive and CPU?

In most cases, there are more than one measurement tool, I took the first links that came across, but they will roll for the starting point.
Keep in mind that there are cool automatic monitoring systems (zabbix, for example), but it may turn out that in your case this is from a cannon.
And take into account the peculiarities of your system - if you have a thousand-fold supply of IOPS, but the channel is loaded, then monitoring IOPS is not really needed (until the disk starts to fail, hehe).
