How to check for the presence of a role on the server when calling a command in discord?

I am making a discord bot in Python and I want to check for the presence of a role on the server.
For example, if the server does not have the "Admin" role, then the bot will create this role, if there is a role, then it is issued to the user.

How can this be checked?
