How to change Universal time and RTC time in VestaCP/CentOS?

The time in the logs goes wrong everywhere either by Universal time or by RTC time.

In Vesta, Moscow is set in the settings by time, but this is of no use. Who knows how to change?
The console when entering the timedatectl command, outputs this:
