How to change the symbolic location code to its ID in the order properties?

In the properties of the order, instead of the location ID, its symbolic code is written. Is it somehow set in the site settings? How, in general, can you programmatically determine whether the ID is written in the "LOCATION_TO" field or the symbolic location code?
