No way, you can encrypt everything up to your gateway, and then everything that goes to the PSTN is open. GSM traffic is also hacked ( habrahabr.ru/post/79631 )
The only more or less stable way is client <=> SRTP - your server is SRTP <=> client , where there is a 2nd side there will always be "rotten" :)

Everything that is connected with correspondence or conversation on a standard GSM phone - without additional funds on both sides, is indefensible in principle.
