I prefer dark themes, but no matter what theme I set, the left menu does not change its style, it is not very convenient for my perception.
How to make the panel dark?

Most likely, you have set the color scheme, not the theme. There are links above, I will only add that for customization, you can download one of the themes and fix the .sublime-theme file in the sidebar section.
Off topic, but have you tried Ctrl + P? As I began to use this option, the sidebar was no longer needed.
