How to change the sort order of bookmarks by date in reverse order (last on top) by default in Google Chrome settings?

I have many (over 50) bookmarks. On the empty "New Tab" page, under the URL entry line, my browser displays a panel with the "12 first bookmarks" and the ">>" icon on the right, which opens a list of all bookmarks sorted by date (top - old, bottom - new) . And in order to switch to a new bookmark each time you need to scroll vertically down to the very bottom line for a long time.
Required:
1. By clicking on the ">>" icon, display the list of bookmarks in reverse order by default (new ones at the top, old ones at the bottom). So that when adding a new bookmark, it will be displayed as the first line in the drop-down list by the ">>" icon.
2. Therefore, the panel will be "12 last bookmarks" under the entry line of the URL address.
3. Make it possible to pin a separate tab on this panel (so that the new last tab does not move it).
PS: I wrote to the technical support of the browser, they have not answered yet. Perhaps in the chrome:// command bar you can change this tab sorting option somewhere.

@neoshinji

1. Create a folder in bookmarks, name for example "Bookmarks".
2. Place your most important bookmarks in this folder.
3. Install the " Sprucemarks " extension.
4. In the program settings set:
4.1. The first checkbox "Sort Bookmarks Bar: Newer - Older".
4.2. The penultimate checkbox "Folders first".
4.3. Click the "Save" button below.
