How to change the product editing template in the admin panel in OpenCart 3?

The question is that I changed the template in the admin/view/template/catalog/product_form.twig folder, the cache is also disabled, but the changes are not applied. BUT! When editing the adjacent product_list.twig file, everything works. It is product_form.twig that does not lend itself. I won’t insert the code, but I’ll clarify that I insert my layout into separate tags outside of any constructions like {% if something %}, that is, it doesn’t look like branches either .. Maybe I don’t know why this template is special?

I don't know the reason, but this file could be fixed only through the ocmod modifier.
