How to change the page for creating/editing articles in Mediawiki?

Is there any way to display your message when creating a new article in the editor form or somewhere on the article creation page?
Pure Mediawiki, WikiEditor
Is there any website or better book on working with mediawiki, I can't figure it out on http://www.mediawiki.org, everything looks haphazard.
