How to change the open files limit on a Debian 4.6.3 system?

I'm trying to change the limit on the number of open files.
The system shows
ulimit -Sa
open files 1024 I write
to the file /etc/security/limits.conf
* soft nofile 10000
* hard nofile 15000
Restart the server, the number remains the same.
Who has any ideas?

found the solution myself.
uncomment line
session required pam_limits.so in /etc/pam.d/su file
