How to change the height of a table row by changing the height of another row?

Hello. Faced such problem.
there is a table with two lines... height of the table - should be fixed.
I need that when the height of the first row increases, the height of the second row decreases ..
With columns, this works perfectly, but I just can’t understand the rows how to do this .. and I can’t find a solution either .. can anyone come across this?
I fill the document programmatically (apache poi) and therefore such a problem arose.
