How to change permissions on a folder and downloaded files in Linux?

The catch is that I changed the owner of the folder and files in it and the group, but when folders and files are created in this folder later on, they have a group or root or others. How can I ensure that files and folders are always assigned the group and user I need?

via su command files to your folder.

You can try assigning the suid and sgid flags to the folder
