How to change path for dependencies without bower?

bower has a .bowerrc to specify the path of the packages to be installed.
Since bower is deprecated, I would like to know how you can install npm dependencies with the --save switch in your own directory? Those. so that --save-dev packages go to node_modules, and --save to the selected folder?
