How to change DATA.PSP when porting a game to PSP and in what language to work with it?

Hello! I hope this is read by a person who fumbles in the architecture of the PSP. There was an idea to try to port the game Terraria to the PSP. Although there are some ports, they are very crooked or do not look like a game at all. I have Python programming experience, some C/C++, and some C#. I just want to try! I can't figure out how to change DATA.PSP and in what language to work with it. I figured out EBOOT.PBP, but I can't work with the source code. The only thing I understood
is that the source code is stored in DATA.PSP. And also, even if it cannot be changed, how to compile it and in what language? I also learned that it is possible to write in Lua, but Lua is a scripting language. I don't know how to do on it what I can do in C# and C++. Maybe someone knows suddenly there is some kind of engine for 2D and 3D games for ZYZKI.
