How to change buttons on an Apple keyboard?

How to swap Fn and CTRL buttons on this DAMNED keyboard? It is necessary to work in two OSX and Windows systems. Many thanks in advance for your reply!
PS: And who came up with the idea to place the buttons like this? This is some kind of hell! :)
