How to center align information in a row block?

Good evening!

Here came such a thing that I don’t understand why the information (Title and text) is not in the center of the row block.
The site is made on Bootstrap and all styles are standard, but I don’t understand why. All this happens when I start to reduce the screen. Becomes normal when all media settings disappear (Standard from Bootstrap).
