How to catch the program that created the folder on Windows?

Good afternoon.
A process unknown to me creates folders like "TEMP% character set%" in the root of drive C, for example, now I have folders "TEMPzxpsign9d07c88b85d5e2ad" and "TEMPzxpsigne428ba27baf87cee" created last night. The number of folders varies - from 1 to 10, I delete them regularly. I only know the owner: my account, that is, the process is running, apparently, under my user.
Curiously, the folders... are always empty. Well, at least by the time I find them. Of course, I can sit with the resource monitor open and see when some process starts to create folders along these paths, but maybe there is an easier way out?
How can I actively monitor the process of creating folders / files in a specific directory? After, probably no longer possible - but maybe there is also something?
Windows 10.
UP: Figured out it was Adobe. But the answer to the original question is interesting.
Thank you!
