There is a site with a bunch of PDFs on it. From the search traffic goes to these pdfs, in fact, by the site. How to make people get to some page of the site with a link to download pdf, and not directly to pdf? So that they see the site too?

Give PDF through some kind of script-laying, which will check for some parameters (refer, user-agent or some other) and either give the PDF itself or resp. page, depending on the conditions.
