How to capture video from TV screen using Raspberry pi 2?

There is a raspberry itself, an SD card with a Raspbian image, an HDMI cable, an RCA cinch and a power cable. How can I receive video from a TV using raspberries? The goal is not even to get the entire stream, but to get fixed frames after a certain period of time (for example, 2 seconds).
Tell me which way to dig, please.

You need a video capture device. Something like this. Before buying, you must make sure that there are drivers for Linux and that they compile / work on the ARM architecture.

The easiest way is to connect the camera to the raspberry and take a picture of the TV screen using the motion :) package.
