How to call the administrator password entry window during the installation of the program?

There are users in the domain controller, all under normal accounts, so there are no rights to install software. For most, when trying to install software or change settings, a prompt pops up to enter administrator credentials. And some just knock out an error that there are no rights. Tell me in which direction to pick? How to return prompt for credentials?

Look towards the services "Appinfo" (Application Information), "seclogon" (Secondary Logon) and check if UAC is enabled.
The first should be started automatically, the second - manually.
