How to call a request and implement the functionality of disabling WiFi for a site visitor?

A user accesses a site or a specific section of a site from a mobile device (IOS or Android) using WiFi for connection. Is it possible to automatically show him a pop-up window with the following content: "Our site is not available on WiFi blah blah ... Click "Yes" to turn off WiFi on your device." When you press the WiFi button on the device, it should automatically turn off.
It is clear that it is not a problem to determine the operating system and display a push window, but what about disabling WiFi on a click?
