How to calculate taxes before applying coupons?

Hello.
Can someone tell me if it is possible to calculate taxes before applying coupons?

Through the tax system, a 100% discount is made for every 3rd smallest product of a certain category in the basket.
Now a 20% discount from the coupon is calculated from the amount of the entire basket, excluding the fact that every 3rd item is free
