There are no settings in redmine related to limiting the number of recipients. You have several options for solving the problem:

1. Understand the settings of the mail server, it is he who refuses to send
   
2. Patching sending news notifications to redmine, so that when a certain number of users is exceeded, it would break the mailing list into parts
   
3. Install the Magic My Page plugin ,
   with it you can put news blocks on "my page" and in the "overview" of the project, this will allow you to unsubscribe. Users will simply see in the redmine interface that there is new news in the system
