In general, you can't .
And it’s enough just to have a unique IPv4 (that is, not to share it with other dubious sites) and not fall under this very blocking.
Although you can always get under distribution when a whole range of addresses goes into the block.
There is no blocking on the VPS itself. Blocking occurs at the user provider. Therefore, the task of bypassing the blocking is the task of the user, and not the owner of the (regular) site.

But:
It is not VPS that is blocked. The site on the VPS will work fine, but there will be no access to it in the Russian Federation, for example. Because access at the client is blocked .
Why? The RKN cannot reach the VPS provider and "convince" them to block the VPS, so it simply blocks access to it. So, blocking and bypassing it is a task for the user, not for the admin. You can't do anything with RKN.
