How to bypass server IP ban when parsing?

The bottom line is this - you need to parse the site, but the hosting (server) from which the parsing is performed is physically located in Holland (and has the corresponding IP).
And on the site the entrance with the Dutch IP is closed.
Are there any options for changing the IP or bypassing the blocking?

1. Proxy server with the right ip
2. Buy a hosting/server in the country where you can log in and put a parser on it
