If there is such an innovation, then registration will have to be done, otherwise the operator will prohibit registration on the network.
As a way out, install the same IMEI on several devices, but:
- firstly, it is rare that modules allow you to change IMEI,
- secondly, the state will most likely introduce responsibility for the change and operators will catch and block working devices with the same IMEI.
