How to buy transistors and get a letter signed by the military representative?
Our office needs field effect transistors. I turned to the manufacturer JSC "NIIET", and then to their dealer LLC "Electronics and Communications", both refused, they demand a letter signed by the military representative and the state defense order number.
What to do, how to receive this letter? They also suggest replacing 2P9110D
transistors with KP9110D. Is such a replacement possible if 2P9110D is needed according to the technical documentation?

It is strange that your office makes products based on military components. And since you do not have a state defense order, it must be assumed that she does this not for the military. If the order was for the military, then it would not be you, but your military representatives, who would solve your problems with the kit, this would be their direct responsibility.
Nevertheless, this is possible. In this case, you need to contact the military representatives of the transistor supplier, provide them with copies of your technical documentation for your product, justify the need for just such transistors, and try to coordinate the supply of transistors with military acceptance through them. The chance is not 100%, but not zero either.

The issue was resolved as follows: it was necessary to take a letter from the VP, which is assigned to the customer and provide it to the VP of the manufacturer of these transistors.
Another option is also possible: to coordinate the replacement of the transistor with the acceptance of the VP for the transistor with the acceptance of the QCD with the customer.
