How to buy Russian versions of games on PS4 while living in the USA?

Hello. I live in the US and bought a PS4. If you buy discs, then they only have English, even for those games that have been translated.
If I buy through PSN, will it also be in English only?
If so, how can I buy games with Russian localization?
Is it possible to create a Russian PSN account and somehow buy it?

It's definitely possible. When creating an account, specify Russia and pay with PSN cards. They also differ by region, Russian ones can be bought here (this is the only thing I used myself, but I'm on the territory of the Russian Federation). Or through friends in the Russian Federation, if there are problems with the purchase on the sites.
Depends on the developer/publisher. Most of the games in the American store are only in English (I suspect that the situation is the same with discs).
